Seminar about Public Politicies and Political Participation It belongs to the
Peace Commission of the Senate. As member of this Commission I carried out contacts
with the ELN and the FARC to impel the peace process and to promote the defense
of the fundamental rights during the conflict.
AUTHOR OF THE FOLLOWING LAWS.
By which penalizes the norms for the protection of the family are issued and
the intrafamilil violence. Approved and effective as law 294 of 1996.
By which regulates the rights of the black communities. Approved and outstanding
as Law 70, 1993.
By which regulates the social security for the Mothers in Community (Madres
Comunitarias).Included in the law 6th of 1992.
By which assigns a departure of 60 thousand million pesos for Mothers in Community
“Madres Comunitarias” (social security,grants, micro - enterprises,
housing). Included in tax reform of 1992 as SOCIAL IVA.
By which creates the Equity National Direction for Women included in the law
188 of 1995 (National Plan of Development).
By which regulatesd the Tax Collection from gold and platinum.Approved and effective
as law 366 of 1997.
Project of Constitutional Revision by which recovers the extradition of native
citizens. Tried jointly and approved.
Project of constitutional revision by which erects the municipality of Buenaventura
into a Special Tourist and Port District. In procedure.
Project of constitutional revision, by which establishes unicameral congress,
the semipresidential regime and affirmative actions in benefit of the women.
By which sanctions with prison tax evasion. In procedure.
By which creates the special district for the black communities in the House
of Representatives. Approved and pending presidential sanction. With this project
two seats are instituted for black communities in the congress of Colombia.
By which penalizes the sexual harassment. In procedure.
EXPERIENCE WITH LATIN - AFRICAN COMMUNITIES
*25 years working educating Afro-American leaders in Colombia and developing
communities.
*To trigger the conformation of several non governmental organizations of Afro-Colombian
communities.
*Design and approval of the Colomboian institutional policy for black communities
through the approval and creation at national level of " NATIONAL DIRECTION
FOR BLACK COMMUNITIES. LAW 70 OF 1994."
*Encourage to the creation of the regional and local black communities directions
in Colombia.
*Responsible for the public politicies posing for the organization of black
Afro-Colombian Women.
*Responsible for the posing of Afro-Colombian population centers in the cities
of Medellin, Bogotá and Cali.
*Coordinator of the first international congress of Afro-Colombian communities.

*Coordinatorof the first meeting of leaders African- Latin Americans communities
in the Interamerican Bank of Development. 1998.
