Cordial saludo.
Su respuesta a nuestra carta nos ha estimulado por los contenidos de esperanza para la paz nacional y por el lenguaje acorde con el dialogo epistolar emprendido.
Nuevos fenómenos conmueven hoy a la conciencia nacional. Sin ignorarlos, estimamos que ellos no nos deben apartar de la discusión crucial de la guerra y la paz en Colombia.
La divulgación sobre la práctica por parte de sectores de las Fuerzas Armadas de los crímenes contra la vida o ejecuciones extrajudiciales cubiertos bajo la denominación de falsos positivos y la purga en las filas del Ejército Nacional han puesto en evidencia el más reciente capítulo de la guerra sucia en Colombia. La escalada en el conflicto colombiano ha estado acompañada de mayor degradación. En ese contexto aspiramos a avanzar hacia un Estado moderno y democrático que permita alcanzar condiciones dignas para la vida en comunidad.
Estamos persuadidos de que la comunicación que ustedes declararon iniciada al responder a nuestra carta del 16 de septiembre del año en curso, tendrá sentido y logrará eficacia si se desenvuelve bajo el signo del intercambio concreto y transparente.
Creemos que la práctica del secuestro es de por sí inhumana y no se le puede defender sin que al mismo tiempo se ingrese en el terreno cenagoso donde campea la divisa del “fin justifica los medios”. Por ello de manera cordial pero sin rodeos, nos permitimos preguntarles si están dispuestos a abandonar de manera definitiva la práctica del secuestro. Al respecto hemos recordado un antecedente aportado por el Secretariado de las FARC-EP, entonces bajo el liderazgo de Manuel Marulanda Vélez y de Jacobo Arenas y respaldado conjuntamente por Raúl Reyes y Alfonso Cano el 28 marzo de 1984: Nos referimos al segundo apartado del “Acuerdo de la Uribe” en el sentido de abandonar el secuestro como arma política y económica. Esa toma de posición fue recibida con inmensa satisfacción por la opinión pública y en el corto plazo salvó del colapso al proceso de Paz que tenía poderosos enemigos. El asunto planteado tiene una estrecha vinculación con el espíritu del DIH y, en especial, con los convenios de Ginebra (Protocolo II).
Millones de personas en Colombia y fuera de ella no pueden alejar de la conciencia la imagen de numerosos colombianos que ven pasar sus horas y sus días en doloroso cautiverio, tanto en las selvas de Colombia como en las cárceles del Estado. Estimamos que en el orden de urgencias está en primer lugar el Intercambio Humanitario y que la búsqueda de condiciones realistas para convenirlo entre el Estado y la Insurgencia debe comprometer nuestros esfuerzos y los de ustedes.
En ese sentido, el aporte de elementos explícitos a la discusión por ustedes, corresponderá a las palpitantes preocupaciones de la opinión nacional e internacional. Por lo tanto les sugerimos que de cara a un eventual Intercambio Humanitario, se sirvan avanzar en algunas reflexiones conforme a las cuales se pudieran diseñar -en su carácter de organización- escenarios en donde sea posible plantear y debatir con la sociedad alternativas políticas para encontrar una senda transicional hacia una sociedad justa y equitativa.
Una ola de optimismo sobre la renovación democrática del mundo alcanza hoy a pueblos y países. Los vientos no soplan a favor de las tendencias y gobiernos que alientan las guerras. Sentimos que ese clima internacional es favorable a todos aquellos que en Colombia trabajan sin vacilación por una salida política a la confrontación bélica interna.
En la mayoría de países de nuestro continente han accedido a la dirección del Estado movimientos y figuras comprometidas con el cambio social, la inclusión étnica, la ampliación democrática y el desarrollo de políticas internacionales independientes. Creemos que en ellos la Paz de nuestro país cuenta con incondicionales aliados. Las perspectivas, ciertamente diferenciadas que estos gobiernos ofrecen, representan sin duda un interesante y alentador horizonte político.
Con nuestros mejores deseos esperamos a la mayor brevedad su respuesta a esta nueva carta.

Sua resposta à nossa carta nos estimulou pelos conteúdos de esperança para a paz nacional e pela linguagem de acordo com o diálogo epistolar empreendido.
Novos fenômenos comovem hoje a consciência nacional. Sem ignorá-los, estimamos que eles não devem nos afastar da discussão crucial da guerra e a paz na Colômbia.
A divulgação sobre a prática por parte dos setores das Forças Armadas dos crimes contra a vida ou execuções extra-judiciais, cobertos sob a denominação de falsos positivos e as remoções do Exército Nacional colocaram em evidência o mais recente capítulo da guerra suja na Colômbia. A escalada no conflito colombiano esteve acompanhada de maior degradação. Nesse contexto, aspiramos avançar rumo a um Estado moderno e democrático que permita alcançar condições dignas para a vida em comunidade.
Estamos convencidos de que a comunicação, que vocês declararam iniciada ao responder nossa carta do dia 16 de setembro desse ano, terá sentido e eficácia caso se desenvolva sob a consígnia do intercâmbio concreto e transparente. Acreditamos que a prática do seqüestro é, por si só, desumana e não pode ser defendida sem entrar ao mesmo tempo no terreno gelatinoso onde impera a idéia de que “o fim justifica os meios”. Por isso, de maneira cordial mas sem rodeios, nos permitimos perguntar-lhes se estão dispostos a abandonar definitivamente a prática do seqüestro. Sobre isso, lembramos de um antecedente abordado pelo Secretariado das FARC-EP, então sob a liderança de Manuel Marulanda Vélez e de Jacobo Arenas e respaldado conjuntamente por Raúl Reyes e Alfonso Cano em março de 1984: Nos referimos à segunda seção do “Acordo de La Uribe”, no sentido de abandonar o seqüestro como arma política e econômica. Essa tomada de posição foi recebida com imensa satisfação pela opinião pública e, num curto prazo, salvou do colapso o processo de Paz que tinha poderosos inimigos. Uma onda de otimismo sobre a renovação democrática do mundo alcança hoje povos e países. Os ventos não sopram a favor das tendências e governos que alimentam as guerras. Sentimos que esse clima internacional é favorável a todos aqueles que na Colômbia trabalham sem hesitação por uma saída política ao confronto armado interno.
Na maioria dos países de nosso continente consentiram a direção do Estado a movimentos e figuras comprometidas com a transformação social, a inclusão étnica, a ampliação democrática e o desenvolvimento de políticas internacionais independentes. Acreditamos que neles a Paz de nosso país conta com incondicionais aliados. As perspectivas, certamente diferenciadas que estes governos oferecem representam, sem dúvida, um interessante e incentivador horizonte político.
